COMMONWEALTH GAMES, DELHI 2010

DELHI 2010, XIX COMMONWEALTH GAMES

This mega sports event is being hosted by India from October 3rd 2010 to 14th October 2010. The Games will be held at New Delhi. The Mascot for this games is Shera, the tiger. In Indian mythology, the tiger is associated with Goddess Durga, the embodiment of Shakti (or female power) and the vanquisher of evil. It represents the modern Indian with positive attitude, who is proud of its ancient heritage and fierce competitor with integrity and honesty.

Travelogue on Ooty

Udhagamandalam, better known as Ooty is situated in the western ghats at an altitude of 2240m above sea level. It’s the capital of the Niligris district of Tamilnadu and most favoured hill station of Southern India. The British were the first to discover it in early 1800s and made it the summer capital of the then Madras Presidency, as the mercury does not cross 25oC during summer. They were also instrumental in constructing the The Nilgiri Mountain Railway. It is 46 Km long and runs on 1000 mm gauge railway. It connects Mettupalayam (which is in the foothills) to Ooty. It is one of the most picturesque train journeys in India, as the train passes through tunnels, over waterfalls, rivers, cliffs etc. Though it takes around 4 to 5 hours to reach Ooty from Mettupalayam, the train ride is mandatory to get a panoramic view of scenic beauty of Nilgris. An interesting feature about this train is that the engine pushes the train from behind when ascending the hills and is in front while going downhill so that the train does not run amuck.

MRTS

MRTS (MASS RAPID TRANSIT SYSTEM)

One of the latest developments in Chennai is the Mass Rapid Transit System populary known as MRTS. It is called as "Parakkum rail" in tamil. As the population of Chennai is swelling day by day mass transport systems are getting popular. MRTS is a suburban train service (Electric Multiple Unit) run mostly on an elevated structure. It covers a distance of 27 kms from Chennai Beach to Velacherry, with the following 17 stations:-

The whole project was planned in three phases. Two phases have been completed and the third phase between Velacherry and St.Thomas Mount is incomplete. The distance between Chennai Beach and Velacherry is covered in 40 minutes, whereas it may take nearly 2 hours to cover the same distance during peak hours on road. Each station has a bus bay to link the Metropolitan Transport Corporation (MTC) buses. Common ticketing is planned for a later stage. Monthly seasons, Children and students concession are available.

Staff Selection Commission (SSC) is one of Central Government Staff Recruitment Bodies. Here is a brief detail of the Staff Selection Commission (SSC), its history, functions and details of the exams conducted by it.

Setting up of the Commission

In 1967 the Estimates Committee of Parliament recommended setting up a selection commission for recruiting to lower categories of posts in Central government. Accordingly, The Institute of Secretariat Training and Management (ISTM) was made to look after this work. In 1977 this was renamed Staff Selection Commission.

Functions of SSC

It holds competitive examination for recruitment to the following posts:-

1. The posts of LDCs in the various Ministries/Departments, Attached and Subordinate Offices of the Government of India including those participating in the Central Secretariat Clerical Service/Indian Foreign Service(B), Railway Board Secretariat Clerical Service and the Armed Forces Headquarters Clerical Service.

2. The posts of Divisional Accountants, Auditors and Accountants under the Office of Comptroller and Auditor General of India and other Accounts Departments and Upper Division Clerks in Attached and Subordinate Office of the Government of India.

3. The posts of Grade ‘C’ and Grade ‘D’ Stenographers of the Central Secretariat Stenographers Service and equivalent Grades of Indian Foreign Service(B), Railway Board Secretariat Stenographers Service/Armed Forces Headquarters Stenographers Service and to the posts of Stenographers in other Departments including Attached and Subordinate Offices of the Government of India not participating in the aforesaid Services.


4. The posts of Inspectors of Central Excise in different Collectorates of Central Excise, Inspectors of Income-Tax in different charges of the Commissioners of Income-Tax, Preventive Officers and Examiners in different Customs Houses, Assistant Enforcement Officers in Directorate of Enforcement, Grade II of the Delhi Administration Subordinate Services.

5. The posts of Assistants in the various Ministries/Departments including Attached and Subordinate Offices of the Government of India including those participating in the Central Secretariat Service /IFS(B)/Railway Board Secretariat Service/Armed Forces Headquarters Civil Service.

It also conducts examinations/selections for recruitment to all Group ‘B” posts which are in the pay scale of the maximum of which is below Rs. 10,500/- and all Group ‘C’ non-technical posts in the Ministries/Departments of the Government from time to time.

The various departments include the C.A.G and its Accountant-General offices, Election Commission & Central Vigilance Commission.

Railway Recruitment Boards

Formation


In 1942, a Service Commission was established for recruiting staff for north western railway. In 1945 similar service commissions were set up at Madras, Bombay Lucknow and Calcutta by the Railway Board for catering to recruitment needs of the respective regions. At one stage in 1949, due to the financial crisis, a ban was imposed on recruitment and service commissions were reduced to only one at Bombay. During the year 1985, the service commissions were rechristened as Railway Recruitment Boards. At present there are 19 RRBs all over India. In the year 1998, to oversee these RRBs, Railway Recruitment Control Board (RRCB), New Delhi was formed. Its functions include formation of policies for recruitment, monitoring, and evaluating RRBs including monitoring the expenditure incurred for recruitment.


Recruitment Process:

RRBs recruit Group C personnel for zonal railways and production units. The posts include technical and non technical posts. Each zonal railway/ production unit sends its requirement of personnel through an indent to the respective RRB in that zone. Based on this requirement RRB issues a notification indicating the posts for recruitment. It is released in the Employment news, internet site of RRBs and other leading news papers. Normally there are two notifications issued by RRB in a year. In order to ensure uniformity through out the RRBs, there is a standard format for application.

The applications are scrutinized for different eligibility criteria and a list of eligible candidates is made. Then the date and centre for exam is decided and intimated to the candidates appearing through call letters normally sent one month in advance. The list of names of ineligible candidates are posted in the RRB website.

The exam is conducted in one/ two stage depending on the nature of the post. There are no interviews for most of the posts. In two stage examination the written test will be followed by skill/ aptitude test. In posts relating to safety a psychological test will also be held.

The selection process is based on merit and is subject to the rules and regulations issued by the Ministry of Railways (Railway Board), Government of India which includes reservation of jobs for certain castes/communities such as Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Communities (OBC), etc. Ex-servicemen are also entitled for reservation as per the rules. The entire computerized recruitment system functions impersonally without fear or favour. There is no scope for corruption, influence or discretion in this process. Candidates indulging in malpractices and unfair means are dealt with strictly and debarred from appearing for all RRB examinations.

Candidates qualified in all stages of the examination are intimated by the following ways:- through post, through the Internet website, in "The Employment News" and on the Notice Board of RRB

Then they are finally called for document verification, wherein, all the records are verified and checked with original documents After verification the list of successful candidates will be sent to concerned Personnel Officer who had indented for it. The candidates will be required to pass a medical examination before appointment.

Reserve Bank of India - Some rules

Some Rules to know from Reserve Bank of India

In this workalcholic culture, there is only time for work and we often fail to know atleast some fundamental rules or procedures in our day to day functioning, which an ordinary citizen in this country should possess. This post and related posts will throw some light on some rules, procedures we come across in our public life

Let us see some Rules in banks which have been laid down by Reserve Bank of India (RBI).

Do you know banks should also accept cheques at counters duly giving an acknowledgement of receipt?

Cheques can also be deposited at the collection counters at the bank and the customer can obtain the acknowledgment for receipt of the cheque, RBI has given instructions through its letters (DBOD.No.Leg.BC.74/09.07.005/2003-04 dated April 10, 2004), DBOD.No.Leg.BC. 49 /09.07.005/2006-07 dated December 18, 2006 that the option of depositing the cheque at the cheque drop box or at the collection counters rests with the customer. The bank should provide both the facilities and the customer has to take an informed decision. It is the hanks responsibility to see that the customer is aware of both the options. For this purpose RBI has instructed the banks to display the following words at the cheque drop box in English, Hindi and regional language of the state 'Customers can also tender the cheques at the counter and obtain acknowledgment on the pay-in-slips'

Do you know that you can have your saving accounts passbooks instead of the quarterly statement?

RBI has instructed to bank vide its letters DBOD.No.Leg.BC.74/ 09.07.005/2004-05 dated April 10, 2004, DBOD.No.Leg.BC.74/ 09.07.005/2004-05 dated April 10, 2004, DBOD.No.Leg.BC.32 /09.07.005/2006-07 dated October 4, 2006. that banks should invariably give passbooks for saving account holders due to inherent defects in the quarterly statement system. The statement has a lot of disadvantages like it should be filed, the closing balance and opening balance should be tallied, the transaction slips to be maintained, can be lost in postal transit etc. In case a statement is sent RBI has stated that statement should be sent monthly and charges for providing the pass book, statement should not be borne by the customer.

You can get a duplicate demand draft?

You can get a duplicate demand draft within a fortnight. In this regard RBI has issued the following guidelines (DBOD.No.BC.147/09.07.007/99-2000 dated March 9, 2000), DBOD.No.Leg.BC.42 /09.07.005/2006-07 dated November 10, 2006

In case the bank does not provide the same within a fortnight the bank has to paid interest as in FD to compensate the customer for the delay. Only the purchaser/ beneficiary are eligible to apply for demand draft. Duplicate demand draft will not be issued to third party.

Do you know that banks cannot refuse cheques having fraction of rupee.

Instructions have been issued by RBI to banks that in all transactions where fraction of rupee is involved, they must be rounded off to the nearest rupee. In case it is more than 50 paise should be rounded off to next higher rupee, while less than 50 paise should be ignored. As per RBI guidelines DBOD Dir. BC. 6/13.03.00/2006-07dated July 1, 2006, Ref: DBOD. Dir. BC. 70/13.01.01/ 2006-07 dated March 30, 2007 no bank can refuse to accept a cheque having fraction of rupee. Action has to be taken against the erring staff and the staff must be trained to accept the same. Any bank violating the aforesaid instructions would be liable to be penalised under the provisions of the Banking Regulation Act, 1949

Do you know that a bank should not refuse to open an account solely on the ground that the person opening the account refused to provide a nomination.

RBI has instructed that banks should insist on a customer opening a deposit account, to provide a nomination for the account. The reference letters are Circular DBOD. No. BC.95/09.07.005/2004-05 dated June 9, 2005, Ref: DBOD.No.Leg BC. 75 /09.07.005/2006-07 dated April 5, 2007 The advantages of having a nomination should be explained in detail to the customer. In spite of all this if the customer does not want to give nomination, the bank shall obtain the same in writing from the customer stating that the customer is not willing to give a nomination. If a customer does not also produce a letter, the same should be recorded in the application form and processed further. On no account shall the bank reject the deposit account on the basis that the customer does not provide nomination.
